It is urgent that we get started in these and similarly well governed poor countries this year.

It is for these reasons that countries outside the EU want to join.

Similarly, NATO s Parliamentary Assembly has announced preparations for NATO accession by such countries as Croatia, Macedonia, and even Albania, all of which fall short of the alliance s traditional membership criteria.

Taken together, these new realities imply new functions and goals, transforming GUUAM into a promoter of democracy, stability and security in the entire region.
