Decision XV 3 required the Sixteenth Meeting of the Parties to consider the implementation and operation of the foregoing decision, taking into account the comments of the Implementation Committee on the submissions made pursuant to paragraph 1(c) of that decision.

NEW DELHI International climate change negotiations are to be renewed this year.

It would be up to each Party to give force to such a decision in its national law.

This global programme builds on the efforts of the second Global Cooperation Framework (GCFII) approved by the Executive Board (decision 2001 7) and extended for one year (decision 2003 21).

In this section, the Special Rapporteur wishes to highlight some recent activities and developments in this area.

(e) To submit a report on the implementation of the present decision to the Commission at its sixty second session.

The investigation will start before the end of this year and is due for completion by June 2005.

In that spirit, the Special Rapporteur hopes that the restructuring of the United Nations will acknowledge the fundamental and cross cutting nature of the issues addressed by this Special Rapporteur and establish the necessary mechanisms to strengthen his work.

In the next five years, more efforts in that direction are planned.

Article 3, 6 and 7 are the sections that will be transformed under this new legislation.

Thus, it welcomed the establishment by the Commission on Human Rights of the post of Special Rapporteur on trafficking in persons, especially women and children.

That process should be initiated before the upcoming elections later this year.

As mentioned above in the description of his activities, this cooperation was strengthened by the Special Rapporteur's participation in the conference held in Cordoba.
