3. Ireland has continued to respond favourably to requests for resettlement.

During the past year, the Resettlement Unit coordinated the repatriation of 45,888 persons.

III. PRODUCTIVE INTEGRATION OF UPROOTED POPULATION GROUPS AND DEVELOPMENT OF RESETTLEMENT AREAS

In this changing context, resettlement remains an important tool of protection.

As part of initiatives to prevent fraud and malfeasance in the resettlement process, a UNHCR Resettlement Anti Fraud Plan of Action was presented at the Annual Tripartite Consultations on Resettlement in June 2004 and is being implemented.

The Resettlement Unit within UNOSOM is charged with the responsibility of coordinating and facilitating resettlement projects and establishing reliable data on the numbers of IDPs.

However, resettlement was only part of the comprehensive approach required.

It shall also ensure the voluntary resettlement of this population group in conditions of security and dignity.

Since 2002, resettlement has been established as a priority.

In a minority of these, UNHCR determined status only for resettlement purposes.

In the field of public information, ERPI provided material for awareness raising and educational purposes.

During the year, a total of 937 Vietnamese refugees were transferred to the Regional Resettlement Transit Centre (RRTC) in the Philippines, for further resettlement processing.

(c) Invites the resettlement countries to give full support to the finalization of the resettlement programme of the Indo Chinese refugees

A Multilateral Framework of Understandings on Resettlement, which promotes a more strategic use of resettlement, was completed in June 2004 and welcomed in October by the Executive Committee.

I have noted however, that most refugees consider the resettlement process too slow.

Most of these children have been relocated to their different homes and families with resettlement packages.

382. The most commonly used strategy in these resettlement programmes is the provision of incentives.

This leaves the third possibility that of resettlement.

Resettlement and rehabilitation programmes in sectors such as health, water supply and basic education were severely disrupted.

We now have one of the highest per capita resettlement ratios in the world.

1. The agreements contained in the comprehensive resettlement strategy shall be implemented through the execution of specific projects.

58. Road rehabilitation is necessary for the post war resettlement.

Localization

Group resettlement of Liberian refugees from Côte d'Ivoire, Guinea and Ghana and of the Somali Bantu refugees in Kenya is ongoing, along with the usual submissions and processing of individual resettlement cases.

These agreements created the necessary conditions for UNHCR involvement in the Malian repatriation and rehabilitation programme, including a bilateral (Algeria Mali) plan for a pilot repatriation operation.
