UNCTAD continued its assistance to the insurance sector in close cooperation with Africa's regional insurance organization, the African Insurance Organization (AIO) The 2004 UNCTAD African Insurance Organization (AIO) Seminar on Insurance, Reinsurance and Catastrophe Risks, held in Casablanca, attracted more 400 participants, and resulted in the creation of the Centre for African Catastrophe Risks (CARC ACCR) in Casablanca.

We recognize that the international community has accumulated much experience with disaster risk reduction through the International Decade for Natural Disaster Reduction and the succeeding International Strategy for Disaster Reduction.

It is not just a question of disaster relief We need prevention.

Those initiatives were either specific to a particular phase of the disaster cycle, specific to a type of disaster or specific to a geographical region.

The view was expressed that a disaster management international space coordination organization should be established under the aegis of the United Nations system.
