It is a pleasure and an honour to address the Security Council on behalf of the Organization for Security and Cooperation in Europe (OSCE).

OSCE Counter Terrorism Action

2. The non permanent members of the Security Council shall be elected for a term of two years.

We take particular note of the contribution of the OSCE in the implementation of Security Council resolution 1244 (1999) on Kosovo, Serbia and Montenegro.

Ukraine has consistently supported the limitation of the use of the veto by the Security Council permanent five.

He represented Lebanon at the Security Council in 2010 and 2011, for Lebanon's two year term as a non permanent member.

Honduras

Concerning the Security Council, Kiribati supports the expansion of the permanent and non permanent Council memberships to better reflect the realities of our world today.

Thirdly, an increase in the number of permanent members would heavily impair the accountability of the Security Council.

My country continues to call for early action to enlarge the permanent and non permanent membership of the Security Council and to improve its working methods.

The Security Council must be expanded, in both its permanent and non permanent membership, and offer an opportunity for permanent voices of the developing world to be heard.

(j) To implement fully the commitments undertaken within the framework of the Organization for Security and Cooperation in Europe and to cooperate with the institutions of the Organization

3. Insists that the Government of Belarus cooperate fully with the Human Rights Council and its mechanisms, as well as with all mechanisms of the Organization for Security and Cooperation in Europe.

The five permanent members of the Security Council are products of agreements of the Second World War.

Of course, the OSCE had very few resources in the region to begin with, but some members, notably Russia, have been unwilling to give the OSCE a larger role.

So now, Independent Diplomat is in the process of setting up meetings between the U.N. Security Council and the parties to the disputes that are on the agenda of the Security Council.

That discussion was also useful from the OSCE's perspective.

We have promoted the activities of the Organization for Security and Cooperation in Europe and of the European Union.

The decisions of the Organization for Security and Co operation in Europe (OSCE) had offered a legal foundation for solving the conflict in and around the Nagorno Karabakh region of the Republic of Azerbaijan, in accordance with the aforementioned Security Council resolutions.

There are leaders in the Organization for Security and Cooperation in Europe (OSCE) who are also willing to take part.

Two weeks later, the Organization for Security and Cooperation in Europe (OSCE) heads of state assembled in Astana, Kazakhstan, to help shape the OSCE s next stage of development.

The OSCE has become active in counter terrorism issues since 2001.

OSCE developed a two prong programme on travel document security.

One might ask whether it is true that the OSCE is in crisis.

Tuvalu supports the reforms proposed for the United Nations, including the expansion of the permanent and non permanent membership of the Security Council and the review of the Council's working methods and the rationalization of the General Assembly's work.

With the formation of the United Nations (UN) and, later, such organizations as the Conference on Security and Cooperation in Europe (now Organization for Security and Co operation in Europe), territorial integrity became a part of international resolutions.

Regarding the questions of the representative of the United Kingdom, I have already said that I feel that synergy should be promoted in the relationships not only between the OSCE and the United Nations, but also between the OSCE and the European Union (EU).

When I realized this, and when I look back on my time at the Security Council and what happened with the Kosovars, and I realize that often the people who were most directly affected by what we were doing in the Security Council weren't actually there, weren't actually invited to give their views to the Security Council, I thought, this is wrong.

Kazakhstan has repeatedly voiced its continued support for the expansion of the Security Council in the categories of both permanent and non permanent members, on the basis of equitable geographical representation and of respect for the sovereign equality of States.

One of the five permanent members has also said that it would like there to be 20 or 20 plus members of the Security Council.
