The computation of national staff costs is based on the G 3 step IV and NOA I of the national salary scale in effect from 1 May 2004 for national General Service staff and national officers, respectively, reflecting the actual pattern of expenditures during the 2004 05 period and distribution of national staff by grade level.

The major factor contributing to the variance of 1,190,100 is the increased self sustainment requirements in respect of military contingent and formed police personnel.

In connection with the provision of logistical support for the elections, it is proposed to strengthen the Transport Section by the establishment of 48 additional temporary positions (5 at Mission headquarters and 43 in the field 14 in the western region and 29 in the eastern region), as detailed below.

The major factor contributing to the variance of 6,304,600 is the reduced requirement for vehicles owing to their acquisition in the 2004 05 period.

The actions to be taken by the General Assembly in connection with the financing of MONUC are

(a) Appropriation of the amount of 1,147,530,000 for the maintenance of the Mission for the 12 month period from 1 July 2005 to 30 June 2006, inclusive of the amount of 383,187,800 previously authorized by the General Assembly under the terms of its resolution 59 285 B of 22 June 2005 for the period from 1 July to 31 October 2005

The estimated provisions reflect the application of a 25 per cent delayed recruitment factor for international staff positions, 50 per cent for national officers and 10 per cent for national General Service staff positions.

(b) Assessment of the additional amount of 24,644,678 for the period from 1 July to 1 October 2005, taking into account the amount of 265,322,580 already assessed by the Assembly under the terms of its resolution 59 285 B for the same period

Mandate change in scale and scope of mandate

This represents a net increase of nine posts over the 2004 2005 biennium (407 posts), consisting of three international Professional, two national Professional and four General Service posts.

The net result of this effort is a decrease of five General Service posts, offsetting an increase of four international Professional posts.

Despite the dramatic increase in United Nations activities, no request was being made for an increase in the number of high level posts.

The report reflected an increase of 110 posts, comprising 100 new posts and the transfer of 10 resident auditor posts from mission budgets.

Of the proposed additional 591 posts, 395 national General Service staff posts represent the conversion of 395 individual contractors who are already on the ground acting as interpreters translators and performing core interpretation and translation functions from to national languages (Swahili, Lingala and Chiluba), French and English.

This represents a net increase of four posts over the 2004 2005 biennium (197 posts) resulting from an addition of five international Professional, a decrease of five national Professional and an increase of four General Service posts.

The explanations of variances in resource levels, both human resources and financial resources, have been linked, where applicable, to specific outputs planned by the Mission.

A net increase of six Professional and higher level posts and seven General Service posts is also proposed for the second part of the Department.

Functional upgrading refers to increasing value added by acquiring new functions or abandoning existing ones so as to increase the overall skill content of a firm's activities.

In addition, we urge Member States to make greater use of the Court's advisory functions and, most important, to increase compliance with the decisions of the Court.

The main factor contributing to the variance of 51,900 under this heading is the requirement for the specialized services of an Engineer Architect in connection with construction projects at Mission headquarters.

The private sector alleviates poverty by contributing to economic growth, generating employment and empowering poor people by increasing their choices.

The number of National Professional posts at field offices will increase by 4 to support increasing activities in Colombia, Mexico and Serbia and Montenegro.

The currently authorized and proposed revised staffing table for ONUSAL is set out in annex X. It shows a net increase of 44 posts, comprising 37 international and 7 local posts.

A significant and important initiative for the future growth and development of the PEI Public Service, this policy will also result in increased productivity and public satisfaction.

The result would be a net increase of 11 posts in the Executive Office and 7 temporary posts in the Office of the Special Adviser for Public Policy.
