In regard to the complex relationship between obligations erga omnes and norms of jus cogens, it was observed that while all jus cogens obligations had an erga omnes character, the reverse was not necessarily true.

All countries should act on those commitments by 2010.

Fiji is mindful of all its obligations under the Convention, in particular those relating to the limits of the continental shelf.

By contrast, obligations erga omnes related to the opposability of the obligations to all States, in particular to the right of every State to invoke their violation as a basis for State responsibility.

5.3 Lastly, the author argues that all contractual obligations are legal obligations since all juridical relations between persons are regulated by law.

6. Reaffirms the commitments to implement the goals and targets set in all the major United Nations conferences, summits and special sessions and those undertaken at the Millennium Assembly, in particular, those relating to the realization of the right to development

It is of the utmost importance that all countries assume the responsibility to implement the commitments made at the Millennium summit.

Resort to human rights as norms of general international law applicable in all situations, above and beyond treaty obligations, will help identify general obligations and their eventual violations, thus opening the way for the condemnation of these violations.
