In a similar vein, the success of post conflict peacebuilding depends on having the locals in the driver's seat.

17. Calls for the enhancement of the role of women in conflict prevention, conflict resolution, and post conflict peacebuilding and for expanding gender mainstreaming in the work of United Nations organizations involved in peacemaking, peacekeeping and post conflict reconstruction

In that regard, we welcome the consideration of possible regional approaches to meeting the challenges of post conflict peacebuilding.

Nigeria believes that subregional and regional organizations should have a complementary role to play in post conflict peacebuilding.

That is consistent with the current stage of the evolution of the Peacebuilding Commission, which deals only with post conflict situations.

Perhaps the Commission should be mandated to attempt to provide a systemic coherence to all such post conflict peacebuilding activities.

In order to achieve success in the post war confidence building process it is essential to include women as active participants in post conflict reintegration and reconstruction.

3. Also welcomes the continued role of the United Nations in post conflict peace building in Tajikistan and the establishment of the United Nations Tajikistan Office for Peace building

All the steps the Council has already taken in the sphere of post conflict peacebuilding in countries emerging from conflict have proven to be extremely effective.

As history and bitter experience show us, even the best peacekeeping efforts can come to naught if post conflict peacebuilding is neglected.

However, I wish to reiterate our view that, without any prejudice to the competence and roles of the other principal organs of the United Nations in post conflict peacebuilding activities, the General Assembly must also have the key role in the formulation of post conflict peacebuilding activities.

It is our belief that the early operationalization of the peacebuilding commission would be helpful in post conflict reconstruction in Africa.

2. Welcomes the progress made in the prevention, management and resolution of conflict and in post conflict peacebuilding in a number of African countries

Nigeria believes that, for post conflict peacebuilding to be effective, it must focus on some key groups and areas in conflict environments.

We welcome this important debate on post conflict peacebuilding and appreciate the personal participation of Foreign Minister Mr. Møller.

It is one of the major sources of illicit arms circulation and political instability following peace agreements and the peacebuilding phase of post conflict situations.

3. Stresses that Tajikistan has entered a new phase of post conflict peace building, which requires continued international economic assistance

The Economic and Social Council should institutionalize its work in post conflict management by working with the proposed Peacebuilding Commission.

The choice of post conflict peacebuilding as the subject of this debate is an indication of the significance that your delegation and the Council attach to that critical aspect of the peace process.

As the current debate recognizes, post conflict peacebuilding is a crucial challenge facing the international community and entirely properly a focus of Security Council attention.

C. Post conflict peacebuilding and reconstruction activities

We welcome this opportunity to participate in this debate to discuss the current policy and institutional and financial challenges in post conflict peacebuilding without duplicating the General Assembly's deliberations on the possible modalities of a Peacebuilding Commission.

First, in relation to peacebuilding, Jordan understands the scope of the Protocol to include operations beyond conflict and post conflict situations.

Mr. Oshima (Japan) My delegation is very grateful that the Danish delegation has taken the initiative to organize this open debate on post conflict peacebuilding.

Speaking from Japan's experience, one challenge we face in conflict resolution and post conflict peacebuilding efforts is that there is no general template for handling all conflict situations.

We have stated that we are favourably disposed to the establishment of a Peacebuilding Commission to assume post conflict responsibilities.

2. Welcomes the continued role of the United Nations in post conflict peace building in Tajikistan and the efforts of the United Nations Tajikistan Office for Peace building in this regard

The main purpose of the Peacebuilding Commission is to bring together all relevant actors to marshal resources and to advise on and propose comprehensive strategies for peacebuilding and post conflict recovery.

India's approach towards post conflict peacebuilding is determined by its role as a major troop contributor to United Nations peacekeeping operations and as an emerging non traditional donor for reconstruction activities.

That is why post conflict peacebuilding is so crucial.
