Implementation of the CCA and UNDAF

The meta evaluation of the quality of UNICEF supported evaluations revealed the need to take energetic action to strengthen national evaluation at the country level.

The Resident Coordinators and the United Nations country teams should use various means, such as networking, shared experts and regular contacts among agencies, to facilitate the participation in United Nations operations of entities that did not have a country presence.

They also referred to the important role played by UNICEF in preparing the CCA UNDAF.

MINUGUA also participated extensively in the common country assessment United Nations Development Assistance Framework process led by UNDP.

OHCHR took an active part in two more rounds of revisions of the CCA UNDAF guidelines.

Such cooperation is essential in efforts to incorporate the water agenda in country level exercises and processes such as the Common Country Assessment, the United Nations Development Assistance Framework and Poverty Reduction Strategy Papers.

35. Stresses the need to ensure the full and active participation of the funds, programmes and specialized agencies of the United Nations system in the preparation of the common country assessment and the Framework

The Guidance Note has been included in the existing UNDG guidelines on common country assessment and in the United Nations Development Assistance Framework.

The MDG needs assessments, as well as any other assessments of capacity constraints, should be factored in during the CCA stage.

It is proposed that, during the CCA stage carried out by the United Nations country team (UNCT), UNDP utilize an effective diagnostic tool to assist in identifying underlying absorptive capacity constraints, as well as aid management weaknesses, across the board.

36. Encourages the United Nations system to ensure full and active system wide collaboration and coherence in developing the common country assessment and the Framework processes

The European Union believed that both the CCA and the UNDAF should adapt their cycles to the existing national planning cycle.

It also supported further improvement in the quality of the CCA and UNDAF, in whose preparation the Government should continue to play the leading role.

46. Encourages bilateral donors and the United Nations system to coordinate their efforts more actively at the field level, under the leadership of recipient Governments, inter alia, by using the common country assessment

A number of countries, including Pakistan, had begun the process of harmonizing their CCA with their UNDAF in response to the imperative of working together, recognized in particular by the members of the United Nations Development Group.

13. Calls upon the United Nations Industrial Development Organization to participate actively in coordination at the field level through the common country assessment and the United Nations Development Assistance Framework processes and sector wide approaches

There was a need in that connection for increased strategic collaboration with the Bretton Woods institutions on the preparation of CCA and UNDAF documents.

The CCA UNDAF process should rely on analytical work carried out at the national level and be less wasteful. The introduction of the UNDAF results matrix was a positive development.

In this context, it is offering two day training workshops to all interested country teams that are on roll out for CCA UNDAF for the year.

Each of those commitments had to be addressed in both the national development programme and the UNDAF, CCA and PRSP, as relevant.

13. Calls upon the United Nations Industrial Development Organization to participate actively in coordination at the field level through the common country assessment and the United Nations Development Assistance Framework processes and sector wide approaches

37. Recognizes the need to ensure that lessons learned in the elaboration of the common country assessment and the Framework are systematically shared within the United Nations system and with Governments of programme countries as well as other development partners

The development and use of common country assessments and development assistance frameworks must be efficient and support programme delivery in a manner which kept transaction costs to a minimum.

Encourage the integration of human rights, and in particular economic, social and cultural rights as well as the right to development, in the United Nations country programming, such as the common country assessment and the United Nations Development Assistance Framework

MINUGUA participation in elaborating the common country assessment and the United Nations Development Assistance Framework process should help ensure a continued focus on peace accords objectives by the United Nations system.

Positive initiatives in that respect were the programming tools adopted by the system, such as the CCA and UNDAF, as well as the coordination efforts of UNDG.

The CCA UNDAF process should be aligned to national and regional priorities and development frameworks and initiatives to ensure effective participation and leadership by recipient Governments.

The General Assembly may also wish to consider options for mainstreaming disability within the United Nations national development frameworks, such as in the context of the common country assessment and the United Nations Development Assistance Framework.

It was to be hoped that the simplification and harmonization process would be speeded up by general utilization of CCAs and UNDAFs, joint programming, and the involvement of the specialized agencies in the process.

His delegation noted the results of the evaluation of CCAs and UNDAFs and encouraged the funds and programmes to focus more attention on their economic content.

It was stressed that, at the multilateral level, the principle of participation was central to the Common Country Assessment and the United Nations Development Assistance Framework as well as to the strategies for the achievement of the Millennium Development Goals.

Evaluation

The evaluation of gender mainstreaming in UNDP was undertaken to identify gaps and further strengthen the UNDP approach to gender mainstreaming.

UNCTAD's work should be supportive of development goals, taking into account commitments undertaken by member States.

34. Requests the United Nations system to conduct the common country assessment and the Framework processes as efforts to improve support for national development priorities and policies, and stresses that full governmental participation and leadership is required at all stages of those processes
