Mr. Chuquihuara opened the intersessional meeting, reviewing the schedule of work and activities that would take place in relation to the meeting.

The Expert Group further agreed to establish an intersessional working group on the issue and to convene, subject to the availability of funding, a meeting on the subject.

All Bureau members participating in the intersessional meeting made presentations at the seminar, which was opened by Ambassador Luis Solari Tudela, Vice Minister and Secretary General for Foreign Affairs.

The group therefore decided to develop criteria for choosing meeting locations.

Intersessional meetings of Bureaux were considered valuable, as was the establishment of intersessional working groups.

Mr. Chamie stressed the importance of intersessional meetings in providing timely guidance for the preparation of the annual sessions of the Commission and ensuring their efficiency.

In view of those challenges, several intersessional working groups were consecutively established and a Meeting of Experts on Tourism and Non governmental Activities was convened in March 2004.

At the subregional level, the development of subregional action programmes (SRAPs) has proceeded in terms of institutional coordination, although in many subregions progress in delivering pilot initiatives and other planned outputs has been delayed due to lack of funding. To date, four SRAPs have been prepared and launched in Africa and three SRAPs in Asia and Latin America and the Caribbean (LAC), respectively.

The intersessional meeting that would take place before the thirteenth session should be used to prepare a concise and well structured document for negotiation that took into account the issues affecting all the items on the Commission's programme of work.

The intersessional sessions of the CRIC should ideally take place one year before the COP sessions to if they are truly to play a role of intersessional sessions.

Intersessional meetings of main or subordinate bodies should be funded through voluntary contributions, or not held at all.

At its intersessional meeting, on 30 September 2004, the Commission agreed to designate Sheel Kant Sharma (India) to guide the preparations for the forty eighth session of the Commission and to chair the intersessional meetings pending the election to be held at the opening of that session.

He expressed his appreciation to Mr. Chuquihuara and the Ministry of Foreign Affairs of Peru for the preparations made in support of the intersessional meeting.

The intersessional meeting focused first on the proposed agenda of the Commission at its thirty eighth session in 2005, noting that the special topic for the general debate would be Population, development and HIV AIDS, with particular emphasis on poverty .

Closely linked to this problem was the duration of the examination of submissions, which extends for long periods of time both during the sessions and during the intersessional periods, thus presenting difficulties for all members of the Commission.

The necessary review and adjustment of practices will have implications for the scheduling of intersessional workshops, for the treatment of their reports and for the timing of submissions from Parties.

The Bureau reiterated the importance of the intersessional meetings for planning the future sessions of the Commission and for stimulating interest in, and awareness of, population and development issues.

The intersessional meetings also provided an opportunity to organize briefings for government officials, scholars and the media in the host country.

This informal intersessional work was said to have been extremely useful for educational purposes, exchanging views and narrowing contentious issues.

He then presented the provisional agenda for the intersessional meeting, invited comments on it and moved to its adoption (see annex II).
