Emergency fund

The Fund has a special procedure for emergency assistance.

We believe that the situation should change in the near future with the reorganization of the Central Emergency Revolving Fund as the Central Emergency Response Fund.

With a new emergency Fund, we may have more predictable funding.

In that respect, it is encouraging that the General Assembly decided last week to upgrade the current Central Emergency Revolving Fund to the Central Emergency Response Fund, so as to ensure swifter and more predictable responses to humanitarian emergencies.

We welcome the moves to expand the Central Emergency Revolving Fund and the commitment of donors.

At the same time, 1 million was intended to go to the Emergency Disaster Relief Fund.

Also, MCSS announced a 2 million Emergency Energy Fund, which provided one time emergency assistance to deal with payment of energy utility arrears, security deposits and reconnection fees.

6. Expresses its deepest appreciation to those Governments that have contributed to the Central Emergency Revolving Fund

The Fund can provide emergency assistance to individual cases in countries where no project is receiving support.

Urges the international community to provide budgetary support to meet emergency needs, including the payment of salaries, in particular by providing additional contributions through the Emergency Economic Management Fund

We have expanded and transformed the existing central humanitarian funding mechanism into the new Central Emergency Response Fund.

The report of the Secretary General on the Central Emergency Revolving Fund, contained in document A 60 432, makes some useful recommendations for improving the operations of the Fund.

This arrangement will be similar to that of the Emergency Economic Management Fund, which has been providing a funding modality through UNDP to the Government to manage and finance its emergency budget.

Revealingly, the Fund, not the European Union, has taken the lead in negotiating emergency assistance packages for Hungary and Latvia.

Finally, we welcome the General Assembly's establishment of the Central Emergency Response Fund to respond to disasters and humanitarian emergencies.

In the health sector, the United Nations Population Fund (UNFPA) supported the improvement of emergency obstetric care in district hospitals.

We should examine whether the existing Central Emergency Revolving Fund should be upgraded or a new funding mechanism should be established.

To be sure, the EU budget contains flexible instruments, such as the EU Solidarity Fund, which provides emergency assistance after natural disasters.

The Portuguese contributions and other pledges, including from the European Union, would be channelled through the UNDP managed Emergency Economic Management Fund.

We congratulate the Secretary General for his bold report concerning the improvement of the Central Emergency Revolving Fund (CERF) (A 60 87).

It would be preferable, in our view, to build on existing mechanisms, such as the Central Emergency Revolving Fund, in order to ensure available funds for rapid disbursement and to avoid delays in acute emergency situations.

Pakistan fully endorses the Secretary General's proposal for a 500 million Central Emergency Revolving Fund to be placed at his disposal for that purpose.

This all results in increasing demands on the Central Emergency Revolving Fund (CERF), which requires urgent review if it is to fulfil its purposes.

We applaud the efforts to improve the Central Emergency Revolving Fund to strengthen the effectiveness of the United Nations humanitarian responses, as well as the mechanisms for the use of emergency stand by capacity for a timely response to humanitarian emergencies.

An early warning system in the Philippines, for instance, mobilizes government agencies to react quickly to crises, while a special fund pays for emergency evacuations.

The US also encouraged the International Monetary Fund to give Pakistan emergency financial assistance equivalent to 11 billion, to be disbursed starting in late 2008.
