That initiative for capacity building received the general approval of the members of the Authority and they have requested that a more detailed proposal on the establishment of the voluntary fund and the training programme be presented for consideration at the twelfth session.

These procedures address the preparation and approval of the budget.

The Board shall examine the proposals by the Director General together with any recommendations of the Programme and Budget Committee and adopt the proposal by a two thirds majority with such modifications as it deems necessary, for submission to the Conference for consideration and approval.

I welcome these initiatives and would urge their early finalisation and approval.
