(a) The environmental impacts of anthropogenic activities on marine biological diversity beyond areas of national jurisdiction

They are instrumental in the process of national reconciliation, and their impact goes far beyond the cases under their jurisdiction and beyond the countries immediately concerned.

The European Union attaches the highest priority to improving oceans and fisheries governance, including in areas beyond national jurisdiction.

New sustainable uses of the oceans, including the conservation and management of the biological diversity of the seabed in areas beyond national jurisdiction

Contracting Parties have in accordance with generally accepted principles of international law the responsibility of ensuring that activities under their jurisdiction or control do not cause damage to the environment or the natural resources under the jurisdiction of other Contracting Parties or of areas beyond the limits of national jurisdiction.

(b) Note with concern the increasingly urgent need to address the problems afflicting many of the world's fisheries, both within and beyond national jurisdiction

We hope that the Group will be able to move beyond the debate which no one will win regarding whether deep seabed genetic resources beyond national jurisdiction are, or are not, the common heritage of humankind.

(b) Report of the Secretary General Conservation and sustainable use of marine biological diversity beyond areas of national jurisdiction (resolution 59 24, sect. X)

On the other hand, some other delegations welcomed the non application of the draft principles to damage occurring in areas beyond national jurisdiction or control.

My delegation is pleased at the progress that has been achieved so far in the management of the resources of the seabed area beyond national jurisdiction.

The second key process is next February's meeting of the United Nations Ad Hoc Open ended Working Group on marine biodiversity in areas beyond national jurisdiction.

In this respect, it was suggested that it might be possible to broaden the avoidance of conflicts beyond jurisdiction conflicts by substituting the word chapter with instrument .

In order to fulfil this responsibility, Contracting Parties shall avoid to the maximum extent possible and reduce to the minimum extent possible adverse environmental effects of activities under their jurisdiction or control, including effects on natural resources, beyond the limits of their national jurisdiction.

It stipulates the limits of regional waters, areas of national jurisdiction and the limits of the continental shelf, in addition to the freedom of navigation beyond the limits of national jurisdiction and the right of transit in regional waters and in straits used for international navigation.

(b) Coordination and cooperation among States as well as relevant intergovernmental organizations and bodies for the conservation and management of marine biological diversity beyond areas of national jurisdiction

In fact, we encourage capacity building in developing countries in order to enable them to reap the benefit of fisheries within and beyond areas under their national jurisdiction.

It was also noted that the draft principles did not address other pertinent albeit difficult issues such as damage caused in areas beyond the jurisdiction or control of a State.

Several delegations welcomed the establishment of the ad hoc open ended informal working group to study issues relating to the conservation and sustainable use of marine biodiversity beyond areas of national jurisdiction.

73. Decides to establish an Ad Hoc Open ended Informal Working Group to study issues relating to the conservation and sustainable use of marine biological diversity beyond areas of national jurisdiction

We, the 14 members of the Pacific Islands Forum, support the establishment of the Ad Hoc Open ended Informal Working Group on marine biodiversity beyond national jurisdiction, which will meet in February 2006.

The Rio Declaration, issued at the Earth Summit in 1992, recognizes a responsibility to ensure that activities do not damage other states environment or that of areas beyond the limits of national jurisdiction.

(a) To survey the past and present activities of the United Nations and other relevant international organizations with regard to the conservation and sustainable use of marine biological diversity beyond areas of national jurisdiction

In February next year, an ad hoc open ended working group will meet to discuss complex issues relating to the conservation and sustainable use of marine biological diversity beyond areas of national jurisdiction.

Negative rights are justifiable (i.e. the judiciary can enforce them), contrary to the positive rights that, while they may not be beyond the jurisdiction of the courts, are at least not well suited for judicial control .

With respect to the conservation and sustainable use of marine biological diversity beyond national jurisdiction, we look forward to the outcome of the efforts of the Ad Hoc Open ended Working Group, which meets next February.

Here, we should like to note in particular the meetings of the Ad Hoc Open ended Informal Working Group on issues related to the conservation and sustainable use of marine biodiversity beyond areas of national jurisdiction.

With regard to the conservation and sustainable use of marine biological diversity beyond areas of national jurisdiction, the Chinese delegation welcomes the establishment by resolution 59 24 of an ad hoc open ended informal working group.

We deem very important the meeting in February of the Ad Hoc Open ended Informal Working Group to study issues relating to the conservation and sustainable use of marine biological diversity beyond areas of national jurisdiction.
