The 347 proposed temporary staff positions comprise 73 international staff and 274 national staff positions, inclusive of 15 national officers.

The new Act does not apply to temporary agency staff.

The Mission had experienced high attrition rates and difficulties in attracting staff, and the recruitment of staff on temporary contracts, as recommended by the Advisory Committee, would only exacerbate that situation.

Significant progress was achieved in reducing the number of staff in between assignments (SIBAs), and in regularizing temporary assistance lines in Headquarters and in the Field.
