Its agreement with IAEA on comprehensive safeguards was signed in 1972, while its agreement on the Additional Protocol entered into force in 2000.

(b) To conclude a comprehensive safeguards agreement with the IAEA

In February 1992 it had signed a safeguards agreement under that Treaty.

We have also signed the safeguards agreement and the biological weapons Treaty.

The IAEA has carried out a great number of safeguards missions to South Africa under the NPT safeguards agreement since October 1991.

Japan also concluded an additional protocol to its IAEA Safeguards Agreement in 1999

This process was furthered by the ratification of the IAEA Safeguards Agreement in 1973 and ultimately further accomplished by the signature of the Additional Protocol to its Safeguards Agreement in 18 December 2003.

On 22 September 2004, it concluded an additional protocol to its safeguards agreement with the Agency, pursuant to the Treaty.

On 16 September 1991, the Government of South Africa signed the required safeguards agreement, which entered into force upon signature.

In line with that position, on 5 May 2000, Poland ratified the Additional Protocol to the Agreement on Safeguards between Poland and IAEA.

(b) On 16 June 2000 Switzerland signed an additional protocol to its IAEA safeguards agreement, which entered into force on 1 February 2005

Thus, the area of non compliance with the Comprehensive Safeguards Agreement has been widening.

Under this latter agreement, comprehensive IAEA safeguards will be implemented in the two countries.

2. Pursuant to article 62 of the Agreement, the Democratic People apos s Republic of Korea submitted on 4 May 1992 an initial report on nuclear material subject to safeguards under the Agreement.

(a) the recipient country should have in force a Comprehensive Safeguards Agreement with the IAEA

The Republic of Belarus is a staunch supporter of strengthening the safeguards regime and strictly honours its international obligations under the NPT and its safeguards agreement.

The 2005 Review Conference must recognize that a comprehensive safeguards agreement supplemented by an additional protocol constituted the NPT safeguards standard, pursuant to article III of the Treaty.

His own country, a party to the Treaty since 1970, had concluded a comprehensive safeguards agreement with the Agency in 1973 and an additional protocol to that agreement on 22 September 2004.

In implementing the Safeguards Agreement between the DPRK and the International Atomic Energy Agency (IAEA), in connection with the Treaty on the Non Proliferation of Nuclear Weapons (NPT), the IAEA secretariat has been guided by the Agency apos s Statute, and by the relevant provisions of the Safeguards Agreement.

All of the inspections illustrated Egypt's compliance with its commitments under the safeguards agreement with the Agency.

Accordingly, they are to be held responsible for the failure of the implementation of the Safeguards Agreement.

On 28 September of this year, Ukraine signed an agreement with the IAEA on the application of safeguards to all nuclear material in all types of peaceful activity.

A safeguards agreement has been reached between Kazakhstan and the Agency on assurances, paving the way for non military use of atomic energy in Kazakhstan.

For eighteen years, Iran s government concealed these activities from the IAEA, in clear violation of its safeguards agreement.

Finland has concluded a Comprehensive Safeguards Agreement with the IAEA and has signed and ratified the Additional Protocol.

Indeed, the IAEA Safeguards Agreement and Additional Protocol should together be the verification standard for all States parties.

We have also concluded a safeguards agreement with the IAEA and have signed and ratified the Additional Protocols.

If we allow any party to the safeguards agreement to remain in non compliance with its obligations and allow it to tell the inspectors what to see and what not to see or to set conditions alien to the provisions of the safeguards agreement, the credibility and validity of the entire safeguards system will not be sustained.

(f) Commending the efforts of the Agency concerning the application of safeguards in the Middle East, and the positive response of some States in concluding a full scope safeguards agreement, and

It is clear from the outcome of the summit that no agreement was reached on nuclear disarmament, security safeguards, safeguard mechanisms and on the issue of the Middle East.

The agreement between Uruguay and the International Atomic Energy Agency on the application of safeguards was approved by Decree Law No. 14,541 of 20 July 1976.

There is no change in our stand to fully ensure the continuity of safeguards until an agreement is reached on the formula of package solution. quot

The Comprehensive Safeguards Agreement signed between Malaysia and the International Atomic Energy Agency (IAEA) entered into force in 1972.

The Agency had also continued to discharge its responsibilities under the safeguards agreement concluded by Iraq under the Treaty.

The verification authority of IAEA should be enhanced through universal application of the additional protocol to the safeguards agreement.

Since October 2003, good progress has been made in correcting the breaches in Iran's obligations under its safeguards agreement.

Again, we urge the Democratic People apos s Republic of Korea to implement the full scope safeguards agreement immediately.

Upon instructions from my Government, I have the honour to request the Security Council to consider the issue on the abuse of Safeguards Agreement by the IAEA at a meeting of the Security Council, if it is convened to consider the issues of implementation of the Safeguards Agreement between the DPRK and the IAEA.
