Resettlement and rehabilitation of displaced communities remains a daunting task.

Securing reliable funding in support of the Rs (rehabilitation, reintegration and resettlement etc.) is of the utmost importance to ensure adequate implementation of disarmament, demobilization and reintegration programmes.

Looking ahead to the challenges facing the southern African region, he urged the international community to continue to support SADC by providing increased assistance to countries of origin and shelter for their repatriation, resettlement and rehabilitation programmes.

As part of initiatives to prevent fraud and malfeasance in the resettlement process, a UNHCR Resettlement Anti Fraud Plan of Action was presented at the Annual Tripartite Consultations on Resettlement in June 2004 and is being implemented.

Australia is one of only 10 countries with an established resettlement programme and ranks among the top three resettlement countries with the United States of America and Canada.

Group resettlement of Liberian refugees from Côte d'Ivoire, Guinea and Ghana and of the Somali Bantu refugees in Kenya is ongoing, along with the usual submissions and processing of individual resettlement cases.

Several delegations also drew attention to the importance of resettlement as a protection tool, giving examples of programmes under way to provide more resettlement opportunities.

The refugee status determination and resettlement learning programme was introduced in 2003.

Rehabilitation and reconstruction

Since 2002, resettlement has been established as a priority.

Appeals to the Member States and the international community to urgently extend substantial financial and material assistance to the Republic of Sierra Leone so as to enable its people to undertake the much needed process of rehabilitation, reconstruction and resettlement of returnees and displaced inhabitants of about 1.5 million.

It clearly affirmed what Armenia had been stating all along first, that overall settlement is quite limited and, secondly, that there is no clear organized resettlement, no non voluntary resettlement and no recruitment.

However, resettlement was only part of the comprehensive approach required.

Resettlement continued to be an important durable solution for certain individuals and groups of refugees.
