Emphasis must be given to implementing the relevant internationally recognised standards and codes.

Such standards must be based on existing responsibilities under the relevant provisions of international law.

The projects have to comply with relevant standards and legislation as well as good practice.

Treaty bodies could only review commitments voluntarily undertaken by those who had ratified the relevant treaties, whereas an intergovernmental mechanism would address universally applicable human rights standards.
