This regional approach is in accordance with the draft fisheries resolution, which encourages States, through their participation in regional fisheries management organizations, to initiate processes for their performance review.

(c) Supporting ongoing and future negotiations to establish new regional or subregional fisheries management organizations and arrangements in areas where such bodies are not currently in place, and to strengthen existing subregional and regional fisheries management organizations and arrangements

What actions could improve the role and effectiveness of subregional and regional fisheries management organizations or arrangements?

We will continue to support a performance review of regional fisheries management organizations based on objective criteria.

(a) Facilitating the participation of developing States parties in relevant regional and subregional fisheries management organizations and arrangements

The vital role of regional fisheries management organizations and arrangements in this regard was highlighted by one delegation.

Noting the key and evolving role that subregional and regional fisheries management organizations and arrangements can play in ensuring effective and sustainable fisheries and ocean conservation and management, it was proposed that the General Assembly

Others suggested that active linkages among regional fisheries management organizations be promoted as well as between those organizations and regional seas programmes and other relevant regional organizations.

We particularly support strengthening regional fisheries management organizations in order to establish a comprehensive, stable and predictable regulatory framework based on each regional ecosystem.

The same delegation suggested the adoption of capacity controls by regional fisheries management organizations, by using, for example, white lists.

The CARICOM Regional Fisheries Mechanism, which was recently formed, has already begun to make a positive contribution to the collaborative effort to improve capacity in fisheries management in the region.

In particular, the draft resolution continues to call upon States and regional fisheries management organizations to urgently take action to regulate bottom fisheries and the impacts of destructive fishing practices through the adoption of appropriate conservation and management measures.

In discharging those responsibilities, the coastal States and the regional fisheries management organizations are afforded a wide range of discretion when choosing the most appropriate management measures.

States must make sure that their regional fisheries management organizations and other arrangements have the mandates they need in order to make all necessary management and conservation decisions.

In the context of sustainable fisheries, the need to enable developing countries to develop national, regional, and subregional capacities for infrastructure and integrated management and the sustainable use of fisheries cannot be overemphasized.

We cannot, therefore, accept the opening of the door to the global micromanagement of fisheries, which are subject to the sovereign rights of States or under the responsibility of regional fisheries management organizations.

The need to establish regional fisheries management organizations in areas where they are not yet in place was also underlined by several delegations.

But this work is not being carried out only at the national level regional fisheries management organizations are also addressing this important issue.

15. Invites regional and subregional fisheries management organizations and arrangements to ensure that all States having a real interest in the fisheries concerned may become members of such organizations or participate in such arrangements

While this is a general trend, it is important to note that there is a broad range of differences in the status of fisheries resources, the management of fisheries by States and regional arrangements, and the ability to respond to the need for effective and adaptive management.

Australia will continue to work hard with its neighbours to ensure that this regional fisheries management organization employs world best practice in the sustainable management and the conservation of highly migratory species.

(h) Awareness raising within regional fisheries management organizations of the issue of derelict fishing gear and related marine debris and identification of options for action

Some delegations expressed the view that where no regional fisheries management organization exists, coastal States should have the right and duty to adopt conservation measures.

One delegation proposed using multilateral trade measures, including tracking mechanisms by regional fisheries management organizations, preferably in electronic format, and in accordance with international law.

We will continue to work together with other States, international organizations, such as the FAO and all regional fisheries management organizations, to achieve responsible fishing.

5. Welcomes the initiation of negotiations to establish regional and subregional fisheries management organizations or arrangements in several fisheries, and urges participants in those negotiations to apply provisions of the Convention and the Agreement to their work

Large Oceans Management Areas provide the integrating framework, and that will include fisheries management renewal.
