Much of the current plight of the world s marine fisheries is a result of subsidized, industrial scale overfishing.

In the United States, the National Marine Fisheries Service lists them as endangered under the Endangered Species Act.

Marine scientific research can lead to a better understanding and utilization of the ocean and its resources in almost all aspects, including fisheries, marine pollution and coastal zone management.

Today the exact amounts received by the numerous local administrations from foreign operators for marine fisheries production, generally, or the issuance of marine fishing licenses, in particular, are difficult to establish.

For many environmental priorities, such as shared waterways, forests, marine fisheries and biodiversity, regional and global efforts must be strengthened.

The Government considers that Anguilla's fisheries and marine resources hold the potential for the diversification of the tourism dependent economy.

And, to make matters worse, illegal fishermen often use highly destructive gear that destroys habitats, endangers marine wildlife, and threatens healthy fisheries.

In addition, the United States is pleased that the fisheries draft resolution more explicitly addresses the critical issue of marine debris and derelict fishing gear, which adversely affect marine living resources and their habitats.

A training programme on marine environment protection was formulated and is used by the national Maritime Training and Fisheries Institutes in the region.

(i) Consideration by the FAO Committee on Fisheries of the issue of derelict fishing gear and related marine debris at its next meeting, and in particular the implementation of the FAO Code of Conduct for Responsible Fisheries.

A similar agreement has been concluded with FAO and the Institute of Marine Research in Norway for cooperation in, and co financing of, a project dealing with fisheries and living marine resources trawl assessments and management.

NAIROBI Many people know that oceans cover more than 70 of the world s surface, and that marine fisheries provide food for billions of people.

The sustainable fisheries draft resolution stands as an undertaking by the international community to review the impact of fishing activity on marine bed ecosystems.

We believe that building States' fisheries management capacity is important to ensure effective control and sustainable use of their resources and the transfer of marine technology.

They support the most diverse marine communities and beautiful seascapes on the planet and provide wave resistant structures and resources for local communities, fisheries and tourism.

Marine and inland production According to the Food and Agriculture Organization (FAO), the world harvest by commercial fisheries in 2010 consisted of 88.6 million tonnes of aquatic animals captured in wild fisheries, plus another 0.9 million tons of aquatic plants (seaweed etc.).

Only a few economic assessments have been made of the costs and financial damage caused by marine litter to municipalities or to specific activities such as fisheries.

Likewise, the EAS focused on combating sea piracy, search and rescue at sea, marine environment, maritime security, maritime connectivity, freedom of navigation, fisheries, and other areas of cooperation.

The Commission for the Conservation of Antarctic Marine Living Resources played an important role in the creation and implementation of measures to reduce seabird mortality in longline fisheries.

A key element of the fisheries negotiations again this year is the protection of certain sensitive underwater features and vulnerable marine ecosystems from the impacts of fishing activities.

(c) Request regional fisheries management organizations and arrangements with existing competency to implement spatial and temporal measures to protect vulnerable marine ecosystems to do so as a matter of urgency

A recent study of 80 marine reserves found significant improvements in fisheries inside the reserves compared to the same area before the reserve was formed or areas outside the reserve.

In that context, we were satisfied with the outcome of the thorough consultations on the fisheries resolution last year with respect to the impact of fishing on vulnerable marine ecosystems.

The United States is encouraged by recent progress made by both States and regional fisheries management organizations in addressing the impacts of fishing on vulnerable marine ecosystems. We will continue to work cooperatively with all States in international bodies engaged in regulating fisheries to give effect to those provisions.

But many of you have said, if you get these marine protected areas, or a reasonable regime for high seas fisheries management in place, how are you going to enforce it?

We have yet to manage our fisheries to take into account the social and ecological costs of removing such a significant part of our marine biodiversity as so called incidental bycatch.
