In addressing the recovery and reconstruction efforts, the sustained attention and contribution of the international community is vital.

I have no doubt that a successful reconstruction program will lead their country to recovery.

The recovery process and the rehabilitation and reconstruction work will take many years and cost many billions of dollars.

Requested financial allocations were made from the 2004 Kosovo consolidated budget for recovery and reconstruction assistance (a priority).

This continued economic growth was spurred by donor funded imports, nationwide reconstruction and rehabilitation projects, broad recovery in the agricultural sector, and increased investment in the country.

However, the funding provided through that channel has been steadily declining in recent years, severely hampering the relief, recovery and reconstruction efforts of disaster affected countries.

Before I conclude, allow me also to say here that there is still a major funding gap in my country's national tsunami recovery and reconstruction programmes.

The New Zealand relief and reconstruction response that I have just outlined is only the first step in what will be a long term recovery process.
