It is no less an honour for me to succeed President Jean Ping, who has carried a heavy burden of responsibility with grace, warmth and humour over the past year.

I have the honour to transmit to you herewith, for consideration and action, as appropriate, by the Fifth Committee, a letter dated 21 July 2005 from the President of the United Nations Administrative Tribunal addressed to the President of the fifty ninth session of the General Assembly.

Following the opening, the President recalled the passing away, on 14 October 2005, of the former Executive Secretary, Ms. Joke Waller Hunter, who had led the secretariat since May 2002. In honour of her memory, the President invited all delegates to observe a minute of silence.
