The Committee used a country task force for the constructive dialogue with one reporting State (periodic report).

Mr. KÄLIN commended the reporting State for the early submission and detailed content of its fourth periodic report.

One reason for this might be due to the fact that the Committee's recommendations under the periodic reporting procedure are so general that it has not been possible to recommend concrete steps aimed at achieving progressive implementation of particular provisions of the Covenant.

The administrative control exercised by these supervisory bodies is also limited by several factors, such as the periodic nature of the reporting system, the backlog and delays in the presentation of reports by States and the work calendars of the treaty bodies.
