The Parties or observers to whom the meeting is open shall not have a right to participate in the meeting unless the Committee and the Party whose compliance is in question agree otherwise.

The Basel Secretariat would examine the possibility of holding such a meeting in conjunction with the meeting of the Open ended Working Group of the Basel Convention, to be held in early April 2006.

In that document the Ozone Secretariat had also urged that Parties announce at the meeting of the Open ended Working Group in the prior years their intention to host a Meeting of the Parties.

Accordingly, the Second second Extraordinary Meeting of the Parties has been scheduled for 1 July 2005, immediately following the meeting of the Open Ended ended Working Group.

At its 1st meeting, on 26 January 2005, the open ended intergovernmental expert group adopted the following agenda

At its twenty fifth meeting, the Open ended Working Group discussed a proposal from the United States of America and agreed that the proposal should be forwarded for consideration by the Meeting of the Parties.

Accordingly, the Parties may wish to urge Parties wishing to host a subsequent meeting to announce their intent to the Open ended Working Group in the prior year, rather than to the Meeting of the Parties.

At this stage, let me open the floor to discuss this new development that has arisen in our meeting.

The draft report of the twenty fifth meeting of the Open ended Working Group will be presented for adoption.

Mr. Philippe Roch (Switzerland), President of the Conference, declared the meeting open at 3.10 p.m. on Tuesday, 27 September 2005.

The meeting was declared officially open by Ingeniero Alberto Cárdenas Jiménez, Secretary of the Environment and Natural Resources of Mexico.

Finally, an Expert Meeting on Free and Open Source Software Policy and Development Implications had taken place in September 2004.

Following a discussion of the European Community proposal, the Open ended Working Group agreed that it should be forwarded for consideration by the Meeting of the Parties.

The Open ended Working Group agreed that this proposal should be submitted for consideration by the Seventeenth Meeting of the Parties.

The Open ended Working Group may then wish to make recommendations, as deemed appropriate, to the sSeventeenth Meeting of the Parties.

The relevant meeting will be open and will be provided with interpretation services, but will not be covered by summary records.
