In the same resolution, the Economic and Social Council further decided that the Forum should hold a high level ministerial segment for two to three days, as required.

The provisional agenda (UNEP GCSS.IX 1) for the ninth special session of the Governing Council Global Ministerial Environment Forum, as approved by the Council at its twenty third session, was distributed together with the notification on 15 November 2005.

The development of SAICM was initiated by the Governing Council Global Ministerial Environment Forum and UNEP has provided the secretariat and raised the funds needed to underwrite the process.
