(a) Conducting administrative reviews in the Office of Human Resources Management and preparing respondent's replies to the Joint Appeals Board

INSTRAW noted that administrative oversight is ensured through its Executive Board, the Executive Office of the Department of Economic and Social Affairs, the Office of the Controller and the Office of Human Resources Management, through whom all management decisions and activities are channelled.

In paragraph 106 of its report, the Board recommended that the United Nations Office on Drugs and Crime update and extend management instructions, such as those on cash or inventory management.

The Advisory Committee's examination would touch not only upon the matter of the Joint Appeals Board but would also include the relevant activities of the Office of the Ombudsman, the Office of Legal Affairs, the Office of Human Resources Management, the Office of the Under Secretary General for Management as well as the Administrative Tribunal.

UNHCR's internal audit plan is developed in close consultation with management, the Oversight Committee, the Inspector General's Office and the United Nations Board of Auditors.

In paragraph 340, the Board recommended that UNICEF review the management of talking points and reports prepared by the Office of United Nations Affairs and External Relations.

A. Reconstituting of the Accountability Panel as the Management Performance Board

In paragraph 122 of the report of the Board, the Office of Internal Oversight Services agreed with its recommendation that the Office (a) continue to improve its auditor staffing and skills and (b) utilize outsourcing specialists in fields such as investment management.

The Office of the Under Secretary General for Management was responsible for monitoring the implementation of the recommendations of the Board of Auditors by gathering relevant information from the funds and programmes.

The Board reiterates its recommendation insofar as that Office is concerned.

(n) Review the risk management procedures together with OIOS and the United Nations Board of Auditors and executive management

In paragraph 22, the Board recommended that the Administration ensure that the Budget and Financial Management Service of the United Nations Office at Nairobi adjust the inappropriate entries to the deferred charges account.

In the current fourth plan cycle, the Office of Human Resources Management has regularly measured the implementation progress and has organized a formal mid cycle overview with all participants, the results of which were provided to the Management Performance Board on 25 July 2006.

Comment by the Administration. The Office of Human Resources Management, in close coordination with the Information Technology Services Division, is reviewing the feasibility of introducing additional automated controls, including those suggested by the Board.

In regard to items (b) and (c) of its recommendation, the Board notes that the Office of Human Resources Management had, at the end of May 2005, yet to consult the Information Technology Services Division.

In paragraph 646, the Board recommends that the Economic Commission for Europe, in liaison with the Human Resources Management Service of the United Nations Office at Geneva, review its management of vacancy announcement and recruitment processes to ensure that vacant posts are filled within the established time frame of 120 days.

The Board also recommends that the Office obtain covering approval from the Under Secretary General for Management for the bank accounts which were opened without prior approval and formally designate custodians of petty cash in Indonesia and Sri Lanka.

The representative also mentioned the establishment of the Office of the Ombudsman in 2001, and that an advisory board assisted the work of that office.

Objective 3. Efficient management of the new office space at One Dag Hammarskjöld Plaza.

The head of the office should be a member of the UNDP management team.

Measures taken to improve the management and efficiency of the Office of the Prosecutor

The lack of a senior management layer at the D 2 level is acutely felt and strains the efficient management of the Office.

Similarly, centrally controlled expenditures are now requested under Executive Office rather than Office of the Chief Executive Officer or Information Management Systems Service.

Executive and management functions between Assembly sessions are discharged by the Executive Board, which is democratically elected.
