This possibility was considered by some Bureau members as unnecessarily complex and contrary to the position of the Commission, whose decision to elect a Bureau at the end of each session entailed entrusting that Bureau with both the preparation and the direction of the next session of the Commission.

Comment by the Administration. UNOPS audit exception reports are being developed in conjunction with UNDP and will be rolled out in the second and third quarters of 2005 after completion of the statutory reports for the year end closing.

The Board is of the view that, although UNDP performs the treasury function for UNOPS, the latter is ultimately responsible for ensuring that bank reconciliations are performed and that suitable monitoring and control procedures are implemented to provide it with assurance regarding the validity, accuracy and completeness of transactions performed on its behalf.

Upon enquiry, UNODC informed the Advisory Committee that the Independent Evaluation Unit, with three Professional staff and two General Service staff in the Policy Analysis and Research Branch (Division for Policy Analysis and Public Affairs), was responsible for planning and coordinating the evaluation activities for UNODC.
