In many parts of the Pacific, local people rely on seafood for their livelihoods and as important sources of protein.

The establishment of rights for indigenous people and local communities is prerequisite for improving the livelihoods of these millions of forest inhabitants.

In both cases, the long standing conflict led to the collapse of local livelihoods (either directly or indirectly, owing to the collapse of the local economy), which in turn reduced the resilience of the local population to natural hazards.
