We must follow up our promises with regard to alternative livelihoods.

Promoting alternative livelihoods is the key to moving away from a drugs based economy.

First, by the introduction of alternative livelihoods that have less of an impact on dryland resources.

We must take a multidimensional and coherent approach that promotes alternative livelihoods, law enforcement and information activities.

Alternative livelihoods had to be found to replace opium cultivation, while there had to be a reduction in the demand of consuming countries.

Yet another delegation noted that if small scale fisheries were unsustainable, there was a need to assist countries in finding alternative livelihoods for fishers.

We would also like to emphasize the importance of providing alternative livelihoods to farmers in order to reduce the incentive for the cultivation and production of opium.

Referring to the positive results of annual surveys, those representatives expressed their gratitude to UNODC and to donor countries for supporting opium poppy surveys, training national authorities in monitoring systems and promoting alternative development and the creation of alternative livelihoods.

The key issues are the methods of eradication the pace and scope of counter narcotics activities and the respective roles and sequencing of eradication, interdiction and provision of alternative livelihoods.

13.6 In pursuing its objectives, UNODC will make every effort to integrate and mainstream the gender perspective, particularly in its projects on prevention, the provision of alternative livelihoods and human trafficking.

UNODC will continue also to develop programmes to improve national and subregional capacity in alternative livelihoods to reduce dependence on opium and to assist Governments in implementing national growth and poverty eradication strategies.

The concept of livelihoods is directly drawn from the Sustainable Livelihoods Approach (SLA) to international development.

The aim is to break the vicious cycle of poverty through identification and propagation of alternative livelihoods and the sustainability of the opium poppy elimination programmes that have been successfully implemented in the region.

Several representatives expressed support for the efforts of the Government of Afghanistan, UNODC and the international community aimed at the elimination of illicit opium poppy cultivation and the promotion of sustainable alternative livelihoods in Afghanistan.

Second, and simultaneously, donors should help impoverished countries to invest in roads, ports, rural electricity, and diversified production (both agricultural and non agricultural), in order to promote higher productivity and alternative livelihoods in the longer term.

Speakers emphasized the importance of work in the area of sustainable livelihoods, which provided support to the design and implementation of quality alternative development programmes and projects in all key regions where illicit drugs were produced.

In July 2004, the World Bank and UNODC signed a cooperation agreement on a set of thematic and regional topics, including the fight against money laundering and corruption, and promotion of alternative livelihoods and good governance.

C. Grass roots innovations and rural livelihoods

Since SCO members have stated that they are not prepared to provide combat troops to the NATO led ISAF, closer collaboration should first concentrate on revitalizing the Afghan economy and providing alternative livelihoods to those involved in narcotics.

We also endorse the efforts made by the Government of Afghanistan and the international community to end poppy cultivation, to build relevant judicial and police capacity and to provide sustainable alternative livelihoods for those engaged in poppy cultivation.

In some regions, the presence of environmental migrants or refugees from conflicts has given rise to calls for additional and specific adjustment measures including the introduction of fuel efficient technology, reforestation, and small scale cottage industry for alternative livelihoods.

B. Protecting improving the livelihoods of primary producers

We must help to rebuild livelihoods and communities.

The United Nations Office on Drugs and Crime has focused its work in the area of sustainable livelihoods on providing support to the design and implementation of quality alternative development programmes and projects in all key regions producing illicit drugs.

With almost 60 per cent of Afghanistan's opium produced in the provinces of Badakhshan, Helmand and Nangarhar, the new plan initially concentrates Afghan and international efforts on eradication and the creation of alternative livelihoods in those provinces, as well as Kandahar.

Livelihoods destroyed by the tsunami have not been restored.
