57 8. Open ended Panel of the General Assembly on Afghanistan one year later

The instrument is recommended to the Assembly for adoption in the form of a draft decision.

The draft instrument will be submitted to the General Assembly at its sixtieth session for adoption.

The Assembly reviews general policies and operations of the GEF, and may approve amendments to the GEF Instrument.

(a) Assembly means the Assembly of the GEF as defined in the paragraph 13 of the Instrument for the Establishment of the Restructured Global Environment Facility

Taking note of the summary by the President of the General Assembly of the open ended panel of the Assembly on commodities,A 58 615, annex.

A panel discussion will be organized jointly in the course of the sixtieth session of the General Assembly.

(d) The chairpersons of the panel discussions will present summaries of the discussions to the President of the General Assembly

The report of the Panel, its recommendations and the comments of CEB thereon remain under consideration by the General Assembly.

A similar process is used to calibrate the compass in light general aviation aircraft, with the compass deviation card often mounted permanently just above or below the magnetic compass on the instrument panel.

Pursuant to General Assembly resolution 58 241, an open ended working group was established in order to negotiate an instrument on marking and tracing.

Indeed, the definition of the offence contained in the current draft uses precise technical, legal language more suitable for a criminal law instrument than the language used in the report of the High level Panel.

Though the GEF Instrument calls for the Assembly to meet every three years, in practice, it has met every four year to coincide with the Replenishment cycle.

The biennial reports questionnaire was developed as the instrument to monitor progress towards the goals adopted at the twentieth special session of the General Assembly, in 1998.

The Secretariat understands that the interactive hearings and the panel discussions would be held when the General Assembly and its working groups are not meeting.

Additional resources for the work of the Panel of Counsel are requested in accordance with paragraphs 25 and 28 of General Assembly resolution 59 283.

I issued a report (A 59 354) in September 2004 in response to the report of the Panel. I commended the report of the Panel to the attention of the General Assembly and made specific recommendations on how it could be implemented.

My delegation hopes that the General Assembly will soon initiate negotiations on an international instrument to prevent the proliferation of weapons of mass destruction to non State actors.

In addition, the Aviation Security Panel has developed a MANPADS Information and Assessment Tool Kit, which is an international instrument that provides step by step instructions to be used by States to conduct self assessment of vulnerable points at airports.

The Panel accordingly adopts the reasoning of the D1 Panel on this issue.
