Our vision of Security Council reform is in line with that thinking a Council that is representative of regional dynamics, a Council whose composition is flexible in response to global changes and to the realities of power in every historical period, a Council that does not perpetuate privileges.

At its 40th meeting, on 27 July, the Council took note of the report of the Governing Council of the United Nations Environment Programme Global Ministerial Environment Forum on its twenty third session (A 60 25, Supplement No. 25). See Council decision 2005 312.

These reforms should include a restructuring of the Security Council, which no longer reflects modern realities of global power, and the Human Rights Commission.

On the reform of the Security Council, it is necessary to make it far more equitable and representative of the United Nations global constituency.

At its 8th meeting, on 28 April, the Council decided to include in the agenda of its substantive session of 2005, for its consideration, the request of the Global Water Partnership Organization to participate as an observer in the work of the Council. See Council decision 2005 215.

China supports the necessary and rational reform of the Security Council with a view to enhancing its capacity to respond to global threats and challenges.

We look forward to working closely with the Security Council and to participating actively in all its efforts to meet the global need for peace.

The provisional agenda (UNEP GCSS.IX 1) for the ninth special session of the Governing Council Global Ministerial Environment Forum, as approved by the Council at its twenty third session, was distributed together with the notification on 15 November 2005.

We believe that those considerations provide a firm basis for a properly structured relationship between the United Nations Security Council and the AU Peace and Security Council, which would further reinforce global progress towards world peace and lasting universal stability.

Equally important is the need to reform the Security Council and to recognize that international development since the establishment of that body many decades ago now demands a more democratic representation of the global family in an expanded Security Council.

In accordance with rule 17 of the rules of procedure, the credentials of representatives at the ninth special session of the Governing Council Global Ministerial Environment Forum will be examined by the Bureau, which will report thereon to the Council Forum.

It is envisioned that the mechanism, such as a youth advisory council, would meet during the regular sessions of the Governing Council and would also convene during meetings of the Global Youth Congress in conjunction with World Urban Forum events.
