13.6 The only major insurance benefit scheme for most workers is the Vanuatu National Provident Fund (VNPF).

Some Latin American and Caribbean countries have gained considerable experience in developing innovative pension and provident fund schemes.

The estimation of the present value of Provident Fund loans on an aggregate basis indicates that the difference between the book value and the present value of the Provident Fund loans would be immaterial relative to the overall balance sheet total and amount to 1,371,727.20.

The Committee recommends that HKSAR enable domestic helpers to acquire pension rights through their inclusion in the Mandatory Provident Fund.

Most are not covered under the Vanuatu National Provident Fund by their employers even though by law anyone receiving a monthly wage of VT 3,000 is required to contribute to this superannuation fund.

The Vanuatu National Provident Fund provides options for non wage earners to contribute however, few do and it is suggested that many do not know about this provision.

The substance of the Provident Fund loans is a facility that would allow the members of the Fund to have access to their individual Fund credits in the form of an advance withdrawal repayable over a number of years, depending on the humanitarian purpose of the loan.

The Fund relies on three sources of income (a) employers' contributions (b) employees' contributions and (c) investment income.

Amendment no. 24 anchors the employer's duty to continue allotment of employees' pension, pension fund or directors insurance and savings plan during a pregnancy observation period, provided the employee maintains allotment of her share.

Employers who hire employees on a fixed term contract to replace women employees who are on pregnancy or confinement leave are subsidized, for the duration of the women employees' leave, with a sum equal to their insurance contribution liability for the insurance coverage of the hired employees.
