The Demand Reduction Index is based on the responses given by the Member States through the biennial reports questionnaire, focusing on the implementation and coverage of activities in drug demand reduction.

With the cooperation of the Inter American Drug Abuse Control Commission, the National Commission against Illicit Drug Use had developed a national anti drug plan for 2002 2007 that was aimed at balancing supply reduction and demand reduction efforts.

In Afghanistan, demand reduction results included new research, local surveys and studies on the extent and patterns of local drug abuse and training of Afghan officials on drug abuse prevention and problem drug use.

The Director for Operations of UNODC pointed out that there was a serious funding shortfall in the demand reduction area of the drug programme.

The Demand Reduction Index provides a visual representation of changes in the different areas of demand reduction.

At the twentieth special session, Member States committed themselves to achieving significant and measurable results in the field of demand reduction by the year 2008. The responses to the biennial reports questionnaire in 2004 indicated that most Governments had developed comprehensive drug demand reduction strategies.

Representatives reported that a wide range of drug control activities were being implemented in their countries, in particular, demand reduction activities at the community level.

The responses to this section also provide an indication of the level of decentralization of drug demand reduction efforts and the local ownership of programmes.

A growing proportion of States have developed and are implementing a multisectoral and coordinated national drug control strategy, including national demand reduction plans or strategies, which provide the political and strategic foundations for effective and coordinated drug control action.

In section VIII, subsection A, of the biennial reports questionnaire, entitled The commitment , States are asked to provide information on a national strategy for drug demand reduction and whether it is based on data on the drug abuse situation.

The positive news is that countries in almost all regions seem to have in place some of the key elements of a comprehensive drug demand reduction strategy, which is one of the cornerstones for a sustained drug control policy.

They also reported that their alternative development programmes provided for participatory approaches and took into account gender issues, the poorest and most vulnerable groups, environmental concerns and drug demand reduction.

In 2004, the European Council had endorsed the European Union Drug Strategy (2005 2012), which concentrated on the reduction of both supply and demand and on international cooperation, research and evaluation.
