Updated civilian personnel scheduled deployment for the period from 1 July to 31 October 2005

While most of these deployments involved only small numbers of specialists, several led to the deployment of hundreds of personnel.

The increased requirements result from the phased deployment of one additional formed police unit of 125 police personnel between August and September 2005, adjusted by a 2 per cent delayed deployment factor.

The main factor contributing to the variance of 43,156,000 under this heading is the increased requirements in respect of the full deployment of 15,814 contingent personnel, compared to their phased deployment during the 2004 05 period.

The higher requirements result from the full deployment of the military, police and civilian personnel over the budget period, compared with a phased deployment in the 2004 05 budget, and to lower anticipated vacancy rates.

We consider it essential to introduce rigorous pre deployment training programmes, for military and civilian personnel, in human rights, including the issue of sexual abuse.

Subsequently, the Security Council, in its resolution 1565 (2004) of 1 October 2004, extended the deployment of MONUC until 31 March 2005, authorized the increase of MONUC strength by 5,900 personnel, including up to 341 civilian police personnel, as well as the deployment of appropriate civilian personnel, appropriate and proportionate air mobility assets and other force enablers, and decided that MONUC would have the mandate set out in paragraphs 4, 5, and 7 of the resolution.

Most of this production is occurring in parts of Nimba, Lofa and Gbarpolu Counties, where there is still no permanent deployment of security personnel, either national or UNMIL.

This post is requested in connection with the projected full deployment of military contingent personnel and the expansion of the Operation's presence in the interior of the country and for all operational issues related to the accommodation of military and civilian personnel.

I appeal to those countries that have offered military personnel and equipment to the Sudan to do all they can to ensure timely deployment.
