In addition to establishing system contracts and improved procurement planning, the Department will continue to work with Procurement Service to explore ways of further reducing procurement lead times at peacekeeping missions.

The Procurement Service is working together with the Department of Peacekeeping Operations to improve the skills and capacity of the peacekeeping missions in procurement and contract management.

The section has continuously processed over 50 per cent of the procurement value of the entire Procurement Service, primarily supporting the transportation requirements of the Department of Peacekeeping Operations.

The Procurement Service of the Department of Management, on behalf of the Department of Peacekeeping Operations, issued a request for proposal to a number of international qualified vendors.

The Board reiterates its previous recommendation that the Department of Peacekeeping Operations enforce the use of a procurement plan as a tool to facilitate effective and efficient procurement management.

To ensure that the Department of Peacekeeping Operations submits the consolidated acquisition plan to the Procurement Service by 1 June of each financial year, the Department has an internal goal of submitting all acquisition plans to the Procurement Service by 15 May.

To facilitate data exchange between Headquarters and the peacekeeping missions, the Procurement Service has been working with the Department of Peacekeeping Operations to develop a common procurement management system.

In paragraph 274, the Board encouraged the Department of Peacekeeping Operations, in conjunction with the Procurement Service, continue to monitor and address causes for excessive procurement lead times at peacekeeping missions.

In connection with procurement within the Department for Development Support and Management Services, the Board noted that requisitioning units make very little use of the knowledge and expertise of the procurement unit, for example, in setting realistic lead times for difficult types of planned procurement.

The Department also agreed to establish, in conjunction with the Procurement Service, reasonable milestones for the air services procurement process to allow sufficient time for vendor pre qualification.

9. Also requests the Secretary General to ensure that, on matters relating to procurement in the field, the Department of Peacekeeping Operations follows the principles of objectivity and impartiality while advising the Procurement Division

The Department of Peacekeeping Operations informed the Board that its new integrated training service, which had developed various plans to provide mission procurement staff with training in line with global goals, would work with the Procurement Service to meet the procurement training needs of mission staff.

The Procurement Division in the Department of Management and the Logistics Support Division in the Department of Peacekeeping Operations were working closely together to improve performance in those areas, and significant progress had been made.

The Procurement Service would continue to encourage the Department and the missions to submit performance reports in a timely manner.

The Executive Secretary, in agreement with the Department of Management, has taken over most of the responsibility for financial, procurement and personnel management of the secretariat.

The Department of Peacekeeping Operations welcomed the recommendation and wishes to acknowledge the efforts of Procurement Service that have resulted in the reduction of lead times.
