Secretary General's Advisory Board on Water and Sanitation

Dr. Supachai Panitchpakdi, Secretary General of UNCTAD, addressed the Board.

An official of the secretariat designated by the Executive Secretary shall serve as secretary to the Executive Board.

The Board of Trustees then makes recommendations to the Secretary General in accordance with the guidelines of the Fund and Board.

The Board will advise the Secretary General on matters concerning the performance of individual senior managers.

The Board draws the attention of the Secretary General to this issue, which calls for further review.

The Board recommends that the Secretary General consider, in the future, establishing the planned advisory board to advise him on financial matters in respect of the capital master plan.

The secretary of the Board shall preside over the opening of the first Executive Board meeting of a calendar year and conduct the election of the new Chair and Vice Chair.

The Secretary General thanked the Board for its understanding of the situation and the support given to his decision.

Under this item, the Executive Board will adopt the agenda for the second regular session 2005 and agree on the work plan for the session as presented by the Secretary of the Board.

Through the promulgation of Secretary General's bulletin ST SGB 2005 13, which took effect from 13 May 2005, the Secretary General has replaced the Accountability Panel with the Management Performance Board.

8. Welcomes the efforts by the Secretary General to carefully monitor the implementation of the recommendations of the Board of Auditors

Such invitees may include representatives of the United Nations Board of Auditors and the Under Secretary General for Internal Oversight Services.

UNICEF will continue to liaise and support the United Nations Advisory Board for Water that reports directly to the Secretary General.

The Executive Secretary shall manage and direct such staff and services and provide appropriate support and advice to the Executive Board.

In 1994, the Executive Board endorsed the recommendation of the Secretary General that the MCC consist of the Administrator of UNDP (Chair), the Under Secretary General for Administration and Management, and the Under Secretary General for Development Support and Management Services.

The Board began its high level segment on agenda item 2 with a statement by Dr. Supachai Panitchpakdi, Secretary General of UNCTAD.

The members of the Management Performance Board will be appointed by the Secretary General for a two year term, which may be renewable.

That function is temporarily carried out by the Secretary of the Joint Appeals Board, which may potentially lead to a conflict of interest.

In the past, three reports on the implementation of the recommendations of the Board were submitted to the General Assembly two by the Secretary General (concerning the United Nations Secretariat, funds and programmes) and one by the Board.

1. Notes that the Board requested the Secretary Chief Executive Officer to present to the Board in 2007 a comprehensive study on the benefit provisions related to family members of the United Nations Joint Staff Pension Fund participants and retirees

19. Concurs with the intention of the Secretary General to establish an independent and impartial advisory board, as outlined in paragraph 66 of his report,A 57 285. and requests him, in establishing the board, to reflect wide geographical representation

The report was considered and approved for submission to the General Assembly by the Board of Trustees of the Institute at the forty fifth session of the Secretary General's Advisory Board on Disarmament Matters, held from 29 June to 1 July 2005.

The Central Board of Film Censors, Censor Board for Private Productions, the Advertising Censor Board, the Drama Censor Board all have representation of women.

However, other than serving as an ex officio member of the INSTRAW Executive Board, the roles and responsibilities of the Under Secretary General were not detailed.

For that purpose, a new P 3 post for the Secretary of the Joint Appeals Board Joint Disciplinary Committee with part time administrative support is proposed.

(ii) Preparation and submission of respondent's reply to appeals filed before the Joint Appeals Board and representation of the Secretary General at a panel for hearings

The programme of work (E ICEF 2005 14) was introduced by the Secretary of the Executive Board and adopted without comment (see annex, decision 2005 17).

Ms. Bellamy thanked the Executive Board for its unstinting leadership and support during her tenure and expressed her gratitude for the excellent work of Youssouf Oomar, Assistant Secretary of the Executive Board, who would soon take up the post of UNICEF Representative in Côte d'Ivoire.

5. Takes note of the report of the Secretary General on the implementation of the recommendations of the Board of Auditors by the United Nations.A 57 416.

We therefore welcome the establishment of a Democracy Fund at the United Nations and invite the Secretary General to establish an advisory board to provide policy guidance.

The Executive Secretary of the UNFCCC shall arrange for the provision of staff and services required for the servicing of the Executive Board from within available resources.

In conformity with Board decision 43 (VII) and further to consultations with the member State concerned, the Secretary General of UNCTAD has included CECOEDECON in the Register.

As part of the effort to enhance mutual reinforcement between intergovernmental and inter agency coordination work, he also serves as Secretary of the United Nations System Chief Executives Board for Coordination (CEB), reporting, in that capacity, to the Secretary General.
