The IAEA International Nuclear Security Advisory Service undertook a number of advisory missions on individual illicit trafficking incidents in South America and Africa.

Regrettably, there is no noticeable change regarding recommendation 3, on the small arms advisory service.

We welcome the establishment of a small arms advisory service within the Department of Disarmament Affairs.

The Board considers that the absence of an adequate service level agreement prevents UNOPS from adequately regulating the quality of the service that it receives from its service providers.

This agreement ensures better service and monitoring of contracts for appointments of limited duration.

The Advisory Committee sought clarification as to the high ratio of General Service to Professional posts (76 General Service and 80 Professional posts are proposed for 2006 2007).

Although not recommending a reduction, the Advisory Committee requests UNOCI to consider filling the post of dispatcher at the national General Service staff level rather than Field Service.

The Advisory Committee requested details concerning the number of civilian staff needed to service military aircraft and their functions.

The Advisory Committee notes that numerous factors have an impact on General Service to Professional ratios, including technological innovations.

In paragraph 326 of the report, UNDP agreed with the Board's recommendation that it (a) expedite its revision of the special service agreement guidelines and (b) adhere to the special service agreement guidelines in respect of the duration of contracts.

Taking this into account, the Advisory Committee recommends approval of posts for one Procurement Assistant (Field Service) three Procurement Assistants (national General Service staff) and two Procurement Assistants (United Nations Volunteers).

A service level agreement for UNOPS was expected to be concluded by the second quarter of 2005.

The Advisory Committee recommends acceptance of two (out of the three) P 3 posts for the Finance Management and Support Service.

It was suggested that the advisory service be expanded to assist countries encountering difficulties in implementing recommendations, especially countries in transition.

(i) Advisory services two advisory service missions at the request of member States on follow up to the implementation of the outcome of the ten year review, the Convention and the Millennium Development Goals

This practice has spread such that now it is common for a customer to engage a service provider by including a service level agreement in a wide range of service contracts in practically all industries and markets.

Comment by the Administration. UNFPA has reviewed with UNDP the service level agreement, including the terms and conditions addressing bank reconciliations, and the agreement was finalized in April 2005.

Terms and conditions of service of members of the Committee will be comparable with those of the regular members of the Advisory Committee on Administrative and Budgetary Questions and the International Civil Service Commission.

(i) Advisory services ten advisory service missions at the request of member States on enhancing capacity of ESCWA countries in sectoral social policies, including population and urban and rural development policies and on integrating social policies

The parties can always specify in the agreement the questions upon which the Tribunal would be requested to render an advisory opinion.

Participation in providing consultation services to countries parties on matters of physical protection, including missions of the IAEA International Physical Protection Advisory Service

The IAEA Advisory Service on material accountancy and control provided assessment services to States and coordinated technical support programmes provided by member States.

Last year, Armenia welcomed the International Physical Protection Advisory Service mission and we are awaiting its report by the end of this year.

The Advisory Committee considered that it would be premature to do so before the comprehensive analysis of General Service functions had been completed.

Extrabudgetary resources of 391,400 will be utilized for activities aimed at national capacity building, including nine advisory service missions and four field projects.

The management of this new arrangement is through a contract that may include one or more service level agreement(s).

The Department for Disarmament Affairs has sought assistance from Member States for the creation of the small arms advisory service however, no such assistance has yet been received.
