The Parties to this Agreement,

For the purposes of this Agreement

This Agreement shall be the successor to the International Tropical Timber Agreement, 1994.

Even where there is accord in principle, there is little agreement in practice.

For any Government which has not notified the depository under article 41 that it will apply this Agreement provisionally and which deposits an instrument of ratification, acceptance, approval or accession after the entry into force of this Agreement, this Agreement shall enter into force on the date of such deposit.

Such an agreement must be referred to in the contract particulars.

While this type of framework agreement is available, only the BCRC in South Africa is in the process of entering into such an agreement with SBC.

But this does not mean that agreement is in the offing.

My delegation fully agrees with that view.

The Headquarters Agreement shall be independent of this Agreement.

This agreement calls for a financial framework, including additional investments in these areas.

The Agreement provides a framework for the conservation and management of fish stocks in the high seas.

I would now like to proceed to the formalization of this agreement.

This Agreement is intended solely for the purposes of mutual assistance between the Parties.

Any member may bring to the Council any complaint that a member has failed to fulfil its obligations under this Agreement and any dispute concerning the interpretation or application of this Agreement.

Any decisions, recommendations or suggestions adopted in accordance with the International Agreement which preceded this Agreement1 and which are still in force at the time of the entry into force of this Agreement shall continue to apply unless they are contrary to this Agreement or they are repealed by the Council of Members.

The provisions of the Agreement strengthen in many ways the relevant provisions of the Convention on the Law of the Sea, and some of the Agreement's provisions represent the further development of international law in this area.

Any member may bring to the Council any complaint that a member has failed to fulfil its obligations under this Agreement and any dispute concerning the interpretation or application of this Agreement.

Today s tragedy is that we are receding from this possible agreement.
