AU continues to play a key role in supporting the protection of the civilian population.

The Government is fully conscious of its responsibility to protect civilians, even in the face of difficult circumstances.

Protection concerns are better and more consistently reflected in peacekeeping mission mandates.

They must also be encouraged to sign and ratify existing legal instruments within the wider framework of protecting civilians in armed conflict.

The primary responsibility for the protection of civilians within their jurisdiction, including internally displaced persons, rests with the national authorities.

The Security Council's agenda on the protection of civilians in armed conflict addresses a broad spectrum of violations of fundamental rights, violations that target the innocent civilian populations.

Those and other thematic deliberations make an important contribution to the protection of civilians and enhance the human security of vulnerable individuals in dire situations.

Secondly, the protection of civilians must comply with the principles of universality and non selectivity, and must be free from political calculation.

We welcome the continuing endeavour by the Security Council and the entire international community to strengthen the protection of civilians, especially the most vulnerable groups, such as women and children.

The situation in Darfur illustrates the urgent role that all parties to a conflict, but especially States, must play to safeguard civilians, including those who are internally displaced.
