This document contains the report of the activities of the Consultative Group of Experts on National Communications from Parties not included in Annex I to the Convention (CGE) relating to the implementation of its activities during the period April to September 2005.

The results of the survey will be one of the inputs to the CGE report to the SBI at its twenty fourth session on ways to improve access to financial and technical support.

The CGE also ensures that representatives of other expert groups take part in the hands on training workshops it has organized.

Scope of the note This note contains the report on the fourth meeting of the CGE under its revised guidelines held in Maputo, Mozambique, on 14 and 15 April 2005.

It also contains the reports on the CGE hands on training workshop on vulnerability and adaptation (V and A) assessments for the Africa region held in Maputo, Mozambique, from 18 to 22 April 2005, and the CGE global hands on training workshop on mitigation assessments held in Seoul, Republic of Korea, from 26 to 30 September 2005.

The training materials on GHG inventories and V and A assessments were developed prior to the workshops and used at these training workshops.

Hands on training workshop on vulnerability and adaptation assessments for the Africa region

Vocational Training Theoretical education and practical training in businesses, aiming at the acquisition of vocational skills and experience is offered to the victims by the company Vocational Training for the Unemployed .

The SBI took note of the recommendations contained in document FCCC SBI 2005 7 on further improvement of training materials and on future hands on training workshops.

An evaluation was to be completed in 2005, to help improve the training methodology.

The SBI expressed its appreciation to the CGE for its continued efforts in providing technical assistance to Parties not included in Annex I to the Convention (non Annex I Parties) in the preparation of their national communications through hands on training workshops.

The training consists of two parts, that is, structured briefings and hands on training with legal officers from the Office of Legal Affairs.

To prepare for a career of care giving, medical students and young doctors clearly require something besides scientific and technological training.

Operational mine clearance should not eclipse other aspects of mine action, such as assistance to victims.

It also contains reports on the CGE hands on training workshop on vulnerability and adaptation assessments for the Africa region held in Maputo, Mozambique, from 18 to 22 April 2005 and the global hands on training workshop on mitigation assessments held in Seoul, Republic of Korea, from 26 to 30 September 2005.

(e) Assisting in building national capacities, including in the field of training

First OPCW exercise on the delivery of assistance, Assistex1, Zadar, Croatia, 10 to 14 September 2003.

(c) To provide support for the continuation and strengthening of practical training programmes for broadcasters and journalists from public, private and other media in developing countries

Countries neighbouring Somalia have expressed their willingness to assist and provide the necessary training programme.

Practical cooperation between States in the areas of law enforcement and intelligence sharing and relevant assistance and capacity building need to be improved.

The advantages of mentorships are that hands on training over a period of several months can be provided and, during that period, a much clearer picture can be obtained of local obstacles to enhanced international legal cooperation.

That is already being done in practice.

The SCA mission is to build a new generation of conservation managers by inspiring lifelong stewardship of the environment and communities by engaging high school and college age volunteers in hands on service to the land.

Proper training and technical assistance in local capacity building is therefore now a priority for us.

In 2003 and 2004, with the support of the SPM, 100 of the public defenders and staff in the State of Paraíba Public Defender's Office were trained in this area.

The global hands on training workshop on mitigation assessments was held from 26 to 30 September 2005 in Seoul, Republic of Korea.

In our own region, initiatives such as the Regional Assistance Mission to the Solomon Islands (RAMSI) provide valuable examples of how peacebuilding works in practice.

The assistance provided demonstrates practical support for the parties' commitment and the progress being made in implementing the Bougainville Peace Agreement and the laws that give it legal effect. The assistance also signifies the interest the international community is taking in the first general election for the Autonomous Bougainville Government.

At the twenty fifth meeting of the Open ended Working Group, the Parties considered both the report of the expert workshop and the draft terms of reference that had been prepared by the Secretariat for the study noted above.

The hands on training workshop on V and A assessments was held from 18 to 22 April 2005 in Maputo, Mozambique.

As adamant opposition to the legal regulation of assisted dying weakens, so the issues of practical applicability become more important. Of course there is the question of who qualifies for an assisted death.

(c) Specialized training of criminal justice officers in the practical application of national legislation emanating from the universal legal instruments against terrorism is an essential requirement for advancing the implementation of national counter terrorism measures in compliance with the provisions of those instruments

9.3 Exercise of women's rights in practice

Training and partnerships with United Nations agencies, NGOs and the World Bank will be key elements of this assistance.

Al Qaida manuals and publicly available information, including on the Internet, offer some degree of theoretical guidance, while practical training was provided in Afghan camps prior to 2001.

The SBI welcomed the continuing efforts of the CGE to collaborate with other expert groups under the Convention by soliciting inputs to the development of hands on training materials.
