The annex to the present Convention forms an integral part of the Convention.

The SBI noted the important role being played by the GEF, as an operating entity of the financial mechanism, in the effective implementation of the Convention.

The MOU clearly provides a means for, inter alia, determining and communicating guidance, the GEF conforming with guidance provided, reconsidering funding decisions under the Convention, and reporting of information from the GEF.

7. Notes with interest the decision of the Council of the Global Environment Facility to support, within its mandate, activities undertaken by affected developing countries parties to the Convention within the framework of the Year

The draft Convention was the result of a spirit of compromise among the various delegations, as manifested in the annex to the Convention, which set out understandings with respect to articles 10, 11, 13, 14, 17 and 19.

Additionally, the section reviews the Adaptation Fund of the Kyoto Protocol, which is also operated by the GEF, and which has a different funding arrangement than the convention mechanisms.

More widespread acknowledgement of the measures taken by developed country Parties, the Global Environment Facility (GEF) family and the Global Mechanism (GM) reflects the progress made in the first phase of the Convention's launch in Africa.
