Standards distribution and copyright Because developing standards costs a lot of money, time, and resources, virtually all standards are distributed on a commercial basis rather than being provided for free.

All prior legislation must be reviewed in order to identify and abolish such provisions as are not in conformity with the Convention.

That maturity has, however, to be extended to all parts of Kosovar political life and especially to the implementation of the standards.

Unambiguous, impartial criteria for selecting a winner were not at hand and never will be.
