The main text of the Convention recommends that the drafting and implementation of action programmes should be viewed as participatory and iterative processes which embrace all the social partners involved in natural resource management.

Responses revealed the positive progress made so far by all involved in the NAPA process.

We also wish to make special mention of the trust funds for assisting with submissions and for participation and support.

32. In order to ensure prompt signing of project agreements and smooth implementation of projects, there should be greater involvement of implementing partners in project formulation (para. 9 (d)).

Despite this progress, there are still obstacles to putting these formal measures into practice, including the absence of mechanisms for ensuring participation, the failure to prepare women to take part in political life, insufficient party support and the effects of a patriarchal system that has historically blocked the development of women's capacity for political participation.

The process of developing child related goals at provincial and municipal levels has been completed in several countries, based on local assessments and participatory planning.

The Presidency has approved standard forms for victims to apply to participate in proceedings and is considering standard forms for victims to apply for reparations.

Broad participation in those discussions and in the formulation of possible solutions to such questions would also help prepare national actors for a consolidated culture of peace.

Civil society entities and researchers participated in the preparation of the Report, which detailed the advances made by Brazilian women and the obstacles they faced in order to achieve full civil participation.
