A meeting of the Chairpersons of the functional commissions of the Economic and Social Council with the Bureau of the Council was held on 19 July 2004 to discuss measures to promote collaboration and cooperation among the functional commissions and between the functional commissions and the Council.

Appointments to these commissions should be made in consultation with independent bodies and in conformity with the Paris Principles.

The committees started functioning in the last week of February in close cooperation with the Ministry of Defence.

H. Regional commissions

Interaction with other functional commissions and United Nations bodies, including, in particular, the Commission on Sustainable Development and the regional commissions, has been increasingly important to the Forum and its secretariat, in accordance with General Assembly resolution 57 270 B.

Cooperation with those partners forms a major plank of the commissions' response to promoting regional cooperation and regional public goods.

In this regard, the Bureau acknowledged the importance of joint meetings with the Bureaux of other functional commissions to foster the exchange of views.

We believe that this practice strengthens cooperation and collaboration among the Committees while further clarifying their mandates and their respective areas of competence.

UNICEF agrees to work with the National Committees to develop a financial reporting annex to the framework agreement.

Invite Arab national human rights committees to join regional federations of national human rights committees.

Most commissions had established a multi year work programme, which the Chairpersons considered to be a valuable planning tool.

UNICEF will work with the National Committees to ensure appropriate disclosure and explanation of the total costs of raising funds and implementing programmes.

Following on from the experience of the tsunami, UNICEF has conducted a review of fund raising for emergencies with the National Committees.

The Forum also recommends that the Statistics Division continue to coordinate with the regional commissions and consider that part of their work that is relevant to indigenous people and census operations in the revision of the Principles and Recommendations for Population and Housing Censuses.

It cooperated closely with the local people's committees, all of which had departments responsible for gender equality, and also enjoyed a close relationship with the Korean Democratic Women's Union.

Key indicators by revenue stream have been agreed upon with the national committees and have been included in revenue and expenditure reporting.

In paragraph 90 of its report, the Board recommended that UNICEF use with all national committees the new joint planning documents.
