States are being forced to lay off workers as tax revenues plummet.

For our part, we have proposed that special consideration be given to treating the remittances sent by emigrants as a source and a tool of development.

Minority public ownership can provide resources, while retaining the benefits of competition, and ensure that some of the returns accrue to the general public via government revenues.
