Civil affairs officers would provide operational and other regular reporting from the field.

However, due to delays in achieving the full staffing levels for the UNFICYP civil affairs component and the civilian police, the restructured Force has not reached the full potential of its revised concept of operations.

Civil affairs programmes would focus on local actors, and formal cooperation arrangements would be established with universities, faith based organizations, local civil society organizations and other institutions supporting the implementation of the Comprehensive Peace Agreement.

The programme, Legal affairs, is implemented by the Office of Legal Affairs.

On the Government of the Sudan side, the missions included representatives of the Ministry of Foreign Affairs, the Ministry of Humanitarian Affairs, the Ministry of Justice and the Humanitarian Affairs Commission.

A minister of religion of a church, congregation or association of congregations who is granted the right to contract marriages by the Minister of Regional Affairs is equal to a vital statistics office upon performance of the functions related to the contraction of marriages and the minister of religion has the right to register marriages and issue marriage certificates.
