On the Government of the Sudan side, the missions included representatives of the Ministry of Foreign Affairs, the Ministry of Humanitarian Affairs, the Ministry of Justice and the Humanitarian Affairs Commission.

The present section describes the single largest contributing factor of each resource variance according to specific standard options encompassed in the four standard categories listed below

The decree provides wide powers to the Ministry of Humanitarian Affairs and the Humanitarian Affairs Commission to oversee and control the activities of national and international non governmental and civil society organizations.

To that end, the Office for the Coordination of Humanitarian Affairs has commissioned a review of the international humanitarian response system.

The function of this post is humanitarian and development coordination.

The Division has also begun a series of regional workshops on the Policy Package for OCHA heads of field office with a view to supporting humanitarian coordinators with its implementation.

Progress has been achieved in all areas of the agreement humanitarian issues, security and human rights.

The policy is currently being updated in collaboration with the Office for the Coordination of Humanitarian Affairs.

It was not obvious, for example, how the functions of the Humanitarian Assistance Liaison Unit differed from those of the Office for the Coordination of Humanitarian Affairs.

The Office for the Coordination of Humanitarian Affairs (OCHA) and humanitarian agencies therefore deserve our fullest support moral, political and financial and should be provided with what they need.

Subsequently, the coordination function of the Office for the Coordination of Humanitarian Affairs disappeared, and while keeping the same title, the officer was now advising not only the humanitarian coordinator but also the military component.

In his capacity as Humanitarian Coordinator for the Sudan, the Deputy Special Representative would be responsible for coordinating the humanitarian response through the United Nations country team.

I commend the Office for the Coordination of Humanitarian Affairs and Mr. Egeland for the active role that they have played.

The assessment mission comprised representatives of the Department of Political Affairs, the Office for the Coordination of Humanitarian Affairs, the Department of Economic and Social Affairs, the United Nations Development Programme (UNDP) and UNAMSIL.

This has now merged with the Subregional Humanitarian Coordination Group which meets once a month under the chairmanship of the Office for the Coordination of Humanitarian Affairs.

Within the expanded ECHA Core Group, the Office has participated in and provided comments on the DPKO OCHA study of United Nations integrated missions.

Through its six field coordination offices, the Office for the Coordination of Humanitarian Affairs was an important focal point for United Nations interaction with humanitarian non governmental organizations.

The United Nations Resident Coordinator plays a key role in coordinating international assistance.

Therefore, based on when the information became available, the Office for the Coordination of Humanitarian Affairs did record expenditure in the appropriate financial period.

The Government contributed 50,000 to the relief efforts through the Office for the Coordination of Humanitarian Affairs.

On the United Nations side, the missions were led by the Special Representative of the Secretary General, for the west, the Deputy Special Representative of the Secretary General Resident Coordinator Humanitarian Coordinator, for the north, and the Deputy Humanitarian Coordinator, for the south.
