The Framework Convention for the Protection of National Minorities is the only international legally binding instrument for the protection of national minorities.

The most obvious such other groups were national minorities.

Supervision of implementation and interpretation of the law on the protection of national minorities is the competence of the Parliamentary Assembly of Bosnia and Herzegovina, which also formed the National Minorities Council.

Regional European instruments on minority rights use only the concept national minorities and do not refer to ethnic, religious or linguistic minorities .

There are different groups of national and ethnic minorities in the Czech Republic.

Following reform of the education system in those countries, secondary education in the languages of national minorities was being dismantled.

The situation had been made worse by the attitudes displayed by the authorities of those countries towards national minorities, whose members were labelled occupiers .

The Government committed itself to engaging with UNMIK in reporting to the Council of Europe under the Framework Convention for the Protection of National Minorities.

The Committee further recommends to the State party that it lift restrictions on freedom of movement having a disproportionate impact on members of national minorities.

In relation to the European regional instruments, some States argue that national minorities only comprise groups composed of citizens of the State.

The article 25 of the Czech Charter of Fundamental Rights and Basic Freedoms ensures right of the national and ethnic minorities for education and communication with authorities in their own language.

Binding treaty commitments have been established in two Council of Europe instruments to which only members of the Council have thus far become party, the Framework Convention for the Protection of National Minorities, and the European Charter for Regional or Minority Languages.

They are in charge of coordination and assistance for more effective execution of the rights of Roma, the largest national minority group in Bosnia and Herzegovina.

While the Committee made allowances for context in assessing a State party's determination on national minorities, it did not indulge the principle of margin of appreciation.

The Bosnia and Herzegovina election law was changed and supplemented in the sense of provision of participation for national minorities' representatives in legislative bodies at all levels.

The State party is requested to provide reliable statistical data on the effective participation of members of national minorities in the labour force, in particular in public sector employment.

21. Calls upon all authorities of the Federal Republic of Yugoslavia to respect the rights of all persons belonging to any of its national or ethnic, religious and linguistic minorities

Serbia and Montenegro signed that Convention even before the country's admission to the Council of Europe, thus expressing its commitment to improve the standards for national minority protection.

The question has been raised as to whether special measures in favour of national or ethnic, religious or linguistic minorities constitute a distinction in the enjoyment of human rights.

The State party should ensure that members of national and ethnic minorities are not discriminated against in their access to the media and have the possibility of creating and using their own media in their own language.

1.1 States shall protect the existence and the national or ethnic, cultural, religious and linguistic identity of minorities within their respective territories and shall encourage conditions for the promotion of that identity

The announcement also comes at a time when Hindu nationalism is on the rise in India, putting pressure on minority groups. No wonder, then, that while some welcomed Air India's decision, others were outraged.

In early May 1999, a group of independent experts met in Lund, Sweden to draw up a set of recommendations on the effective participation of national minorities in public life.

Consequently, the visit of the Advisory Committee was postponed, while it could have appraised the level of national minority protection in Kosovo and Metohija and thus assisted in the final assessment of standards in this field.

The law was adopted in the Bosnia and Herzegovina Parliament on 1 April 2003. This law is harmonized with the International Convention on the Elimination of all Kinds of Racial Discrimination and European Framework Convention for the Protection of National Minorities.
