In this connection, it is important to consider the relationship between the regular budget, operational budget and technical cooperation delivery expenditure.

Total gross expenditures under the operational budget ( 20,174,920) are similarly reduced by income ( 315,200).

So in fact, we can go, using operational budget, we can sorry, capital cost we can actually achieve what was no longer achievable in operational cost.

Miscellaneous income earned under the operational budget falls under the same categories as that of the regular budget and is subject to the same considerations.

The initial allotment in 2005 under the operational budget was 7.4 million, which is 68 per cent of the approved estimate for 2005.

The inadequacies identified by the Committee extended across the proposed revised budget, including requests for additional staffing as well as for additional operational resources.

The Committee notes from the supplementary information provided to it that the expenditure under operational costs as at 31 August 2005 amounted to 20 million, which, if compared with the budget of 135.3 million, may indicate delays in the implementation of projects funded under operational costs.

The experts estimated, based on the initial list of functions and organizational scope identified above, that the implementation of the proposed DMISCO would require an annual operational budget of approximately 1.3 million, which would cover personnel (staff of 10), facilities (operation and maintenance) and operational costs.

Full implementation of the reforms will mean a single, State level Ministry of Defence with one budget for the armed forces, a joint staff, plus support and operational commands.
