The Commission for the Conservation of Antarctic Marine Living Resources annually reviews the issue of marine debris and has implemented a suite of measures to monitor and evaluate the impact of anthropogenic debris and waste on marine living resources in the Convention Area.

The oceans and seas are invaluable to the welfare of humanity, providing living and non living marine resources and vital means of transportation.

The Convention on the Conservation of Antarctic Marine Living Resources entered into force on 7 April 1982.

XI. Marine environment, marine resources and sustainable development

UNEP has closely linked global programmes on the conservation, management and monitoring of the marine environment and its living resources.

We strongly believe that all States should apply effective measures for the conservation, management and exploitation of fish stocks in order to protect living marine resources and preserve the marine environment.

In view of the biotechnological potential and vulnerability of living marine resources, we underline the need for efforts to ensure marine biodiversity and to prevent, reduce and eliminate pollution of the marine environment from ships and land based activities.

Some delegations stressed the importance of the application of the ecosystem and precautionary approaches in the conservation and management of marine living resources.

Calls upon States to urgently accelerate their cooperation in establishing interim targeted protection mechanisms for vulnerable marine ecosystems in regions where they have an interest in the conservation and management of marine living resources

In addition, the United States is pleased that the fisheries draft resolution more explicitly addresses the critical issue of marine debris and derelict fishing gear, which adversely affect marine living resources and their habitats.

Since the adoption of resolution 57 141, there has been a concerted effort to widen the scope of GMA from its main objective, namely, to combat marine pollution and prevent the physical degradation of the marine environment, to include living marine resources.

Towards the implementation of its Conservation Measures, the Commission for the Conservation of Antarctic Marine Living Resources is increasingly cooperating with non contracting parties.

I will focus on three main topics in my statement today the evaluation of the 1995 Fish Stocks Agreement, the sustainable management of living marine resources and protection of the marine environment, and maritime security.

A similar agreement has been concluded with FAO and the Institute of Marine Research in Norway for cooperation in, and co financing of, a project dealing with fisheries and living marine resources trawl assessments and management.

To achieve the conservation, management and sustainable use of living marine resources, States must cooperate to prevent, deter or eliminate illegal, unreported and unregulated fishing activities.

Fifth claim unit Marine resources Jordan seeks compensation in the amount of USD 92,722 for damage to or depletion of its marine resources.

We must strike a balance between marine resources exploitation and the conservation of the marine environment.

Major periodic coordination meetings are organized among the regional seas to share experiences, to which the Convention for the Conservation of Antarctic Marine Living Resources is also invited.

The Commission for the Conservation of Antarctic Marine Living Resources played an important role in the creation and implementation of measures to reduce seabird mortality in longline fisheries.

The report fails to mention the many regional and global agreements that regulate, within their own competencies, the protection and preservation of the marine environment and its living resources.

Illegal, unregulated and unreported fishing of toothfish remained one of the major issues faced by the Commission for the Conservation of Antarctic Marine Living Resources over the last eight years.

The Commission for the Conservation of Antarctic Marine Living Resources has continued to play an important role in the development and implementation of measures aiming at reducing seabird mortality in longline fisheries.

Emphasizes once again the importance of the implementation of Part XII of the Convention in order to protect and preserve the marine environment and its living marine resources against pollution and physical degradation, and calls upon all States to cooperate and take measures, directly or through competent international organizations, for the protection and preservation of the marine environment

States whose nationals exploit identical living resources, or different living resources in the same area, shall enter into negotiations with a view to taking the measures necessary for the conservation of the living resources concerned.

My delegation is concerned that the growing deterioration of the marine environment and the overexploitation of living marine resources could have a negative effect on global efforts to prevent the degradation of the environment and to ensure sustainable development, including with regard to geographical diversity and mountain ecosystems.
