We also note that progress has been slow in addressing the issues of employment and economic development and in improving the lives of members of minority groups.

However, we do note that issues relating to surveillance and other critical practical measures to combat terrorism need to be addressed along with their high operational costs.

This note focuses on selected trade and environment issues that have received considerable attention in the international debate, as well as in UNCTAD's work since UNCTAD XI.
